It is more of a 'sand' than a glitter and is not reflective like glitter, as the main purpose of this glitter is glow under the black light. UV light activated glitter. Also the neon collection is appealing to boys that would prefer not to have a 'glitter tattoo', as it's not shiny.
When applying to the tattoo, it is best to 'scoop' the sand with the brush and then spread it into the area you wish it to go. Being sure that is is fully covered.
